Notes: The map illustrates the situation as of September 2025. The classification ‘Progress undocumented’ indicates that no publicly available information on transposition activities was discovered; this does not preclude the possibility of preparatory work being under way. ‘Preparatory work’ encompasses activities such as draft legislation, establishment of working groups or committees, and initial consultations with social partners. ‘Partial transposition’ refers to the adoption of legislation covering only specific elements of the directive.
