Ionadaíocht
Is é ionadaíocht an téarma a úsáideann an Coimisiún Eorpach chun na rannpháirtithe dlisteanacha san idirphlé sóisialta a chinneadh, dá bhforáiltear faoi Airteagal 154/155 den Chonradh ar Fheidhmiú an Aontais Eorpaigh (CFAE). Chun cáiliú, ní mór d'eagraíochtaí baint a bheith acu le hearnálacha sonracha nó le catagóirí sonracha agus a bheith eagraithe ar an leibhéal Eorpach, balleagraíochtaí a bheith acu atá aitheanta agus atá ina gcuid lárnach de struchtúr comhpháirtíochta sóisialta Ballstáit a bhfuil an cumas acu comhaontuithe a chaibidliú, agus struchtúir leordhóthanacha a bheith acu chun rannpháirtíocht éifeachtach i bpróisis chomhairliúcháin a áirithiú.

Soláthraíonn an staidéar seo faisnéis lena gceadaítear measúnú a dhéanamh ar ionadaíocht na ngníomhaithe a bhfuil baint acu le coiste idirphlé sóisialta earnála na hEorpa d'earnáil na n-iarnród.Ionadaíocht na n-eagraíochtaí comhpháirtithe sóisialta Eorpacha: Seirbhísí pearsanta – Earnáil na gruaige agus na háilleachta – 2026
Soláthraíonn an staidéar seo faisnéis lena gceadaítear measúnú a dhéanamh ar ionadaíocht na ngníomhaithe a bhfuil baint acu le coiste idirphlé sóisialta earnála na hEorpa don earnáil seirbhísí pearsanta.Representativeness of the European social partner organisations: Commerce sector – 2026
This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the commerce sector.Déanann Eurofound staidéir ar ionadaíocht eagraíochtaí comhpháirtithe sóisialta earnála na hEorpa, i gcomhréir leis an iarraidh a fuair sé ón gCoimisiún in 2006.
Déantar na staidéir ionadaíochta seo ar fud earnálacha éagsúla agus tá siad deartha chun an fhaisnéis bhunúsach a sholáthar a theastaíonn chun coistí idirphlé sóisialta earnála na hEorpa a bhunú agus a fheidhmiú. Tá sé mar aidhm ag an taighde na heagraíochtaí ábhartha comhpháirtíochta sóisialta náisiúnta agus Eorpacha i ngach earnáil i réimse an chaidrimh thionsclaíoch i mBallstáit an AE a shainaithint.
Deich mbliana tar éis na staidéir sin a dhéanamh den chéad uair, rinne Eurofound anailís ar choincheap Eorpach na hionadaíochta, ag athbhreithniú príomhghnéithe amhail rath toghcháin, neart eagraíochtúil i dtéarmaí ballraíochta, agus an cumas caibidlíochta. Is féidir leis an anailís cur leis an bplé maidir le cé acu an gá gnéithe de mhodheolaíocht Eurofound ina staidéir ionadaíochta a choigeartú.
Ar leibhéal an Aontais, leag an Coimisiún Eorpach amach coincheap na hionadaíochachta den chéad uair i 1993, agus shainmhínigh sé níos soiléire é i 1998 ina Chinneadh 98/500/CE maidir le Coistí Idirphlé Earnála a bhunú. Is é an ionadaíocht an bonn chun eagraíochtaí comhpháirtithe sóisialta Eorpacha a chur san áireamh ar liosta na n-eagraíochtaí a rachaidh an Coimisiún i gcomhairle leo mar a leagtar amach in Airteagal 154 CFAE, agus chun cur chun feidhme a gcomhaontuithe atá ceangailteach ó thaobh dlí de mar a leagtar síos in Airteagal 155 CFAE a sholáthar. Dlisteanaíonn ionadaíocht a ról agus a rannpháirtíocht éifeachtach i gcoistí idirphlé sóisialta earnála na hEorpa. Baineann sé freisin leis an gcumas caibidlíochta a bheith acu, rud atá ríthábhachtach sa chaibidlíocht as a dtiocfaidh comhaontuithe chun feidhme le Cinneadh ón gComhairle.

Industrial relations landscape in Europe
This report analyses and compares the industrial relations landscape in several sectors and activities that form a public service cluster across the 27 EU Member States and the UK – altogether employing over 57 million workers and representing 25% of the total workforce in the economy. It is based on Eurofound’s representativeness studies on the central government administration (CGA), education, human health, local and regional government (LRG), and social services sectors. The landscape includes over 500 national trade unions and around 400 employer organisations across the public services sectors, with the highest numbers of trade unions and employer organisations found in the human health sector. The aim of the study is to contribute to a better understanding of the overall industrial relations landscape of employer and union organisations in a number of sectors, while helping social partners in these sectors to further strengthen their social dialogue and build capacity.
