Based on data from the European Company Survey 2019, this report aims to offer a better understanding of how skills mismatches are related with skills strategies, approaches to and challenges in recruitment, and other workplace practices with regard to work organisation, human resource management and employee involvement. The report will also look at the assocations of skills mismatches with workplace well-being and establishment performance.

Eurofound’s European Company Survey (ECS) maps and analyses company policies and practices which can have an impact on smart, sustainable and inclusive growth, as well as the development of social dialogue in companies. This series consists of outputs from the ECS 2019, the fourth edition of the survey. The survey was first carried out in 2004–2005 as the European Survey on Working Time and Work-Life Balance.

The COVID-19 pandemic compelled governments to take exceptional measures to monitor and control the spread of the Coronavirus. Among them was the introduction in most EU Member States of tracking apps to gather data on citizens who have contracted the virus and to trace their contacts, a measure that inevitably traded off privacy protection for effective infection prevention.

According to the dictionary, an organisation is an organised group of people with a particular purpose. To achieve this purpose, tasks are divided between the members of the group, and the task of some of those people is to manage the others. Interestingly, whereas most tasks are allocated based on competence and qualifications, the allocation of the task of managing people is often based on a different rationale. Many managers are appointed to their role because they exceled at the tasks that are carried out by the people they are supposed to manage. Many business owners take on the management of their staff, regardless of whether this is where their strengths lie. But people management is not easy and requires skills that, contrary to what is often assumed, are not just learned by doing.

Ovo izvješće temelji se na četvrtom izdanju Europskog istraživanja o poduzećima (engl. European Company Survey (ECS)), koje su 2019. zajednički proveli Eurofound i Cedefop. U njemu je opisan širok raspon praksi i strategija europskih poduzeća u vezi s organizacijom rada, upravljanjem ljudskim resursima, upotrebom i razvojem vještina te sudjelovanjem zaposlenika. Prikazuje se kako se te prakse kombiniraju te kako su „skupovi praksi” koji iz toga proizlaze povezani s dvama rezultatima u korist zaposlenika i poslodavaca: dobrobiti na radnom mjestu i uspješnošću poduzeća.
