Event background

The 10th meeting of the EU wide national child guarantee coordinators hosted by the Department of Children, Equality, Disability, Integration and Youth (IRL), in cooperation with the European Commission, will take place at Eurofound today, Monday 22 May 2023 for the first in-person meeting to be held in a Member State.

The meeting will be an opportunity for the coordinators to discuss practical experiences of coordinating the European Child Guarantee (ECG) across Member States, to reflect on trends emerging in the ECG National Action Plans, and to share practical experiences of sectoral reform in an area of focus within the ECG, as well as the ECG monitoring framework.

Input will be provided by the European Commission, Eurofound, OECD, policy makers, civil society leaders and practitioners involved in Ireland’s Early Learning and Care reforms.

Maria Jepsen, Deputy Director at Eurofound will share her opening remarks with Jiri Svarc, European Commission, DG Employment, Social Affairs and Inclusion.

Daniel Molinuevo, Research Manager and Michele Consolini, Research Officer from Eurofound will present 'Taking stock of child poverty and accesses to services', which will address the analysis of trends and disparities among Member States in the area of child poverty and other key policy areas relevant for the Guarantee. They will also highlight the findings of research carried out in partnership with the European Parliament on analysing the national monitoring and evaluation frameworks.

Mr Roderic O’Gorman. T.D. Ireland’s Minister for Children, Equality, Disability, Integration and Youth will present his remarks, towards the end of the meeting.

In 2019 Commission President Ursula von der Leyen announced in her Political Guidelines the creation of a European Child Guarantee with a view to ensuring that every child in Europe at risk of poverty or social exclusion has access to the most basic of rights like healthcare and education.
