This report analyses and compares the content of 94 collective agreements in three low-paid sectors – manufacture of food, leather, textiles and clothes; residential and social care; and retail – across 11 EU Member States and Norway. The report examines how collective bargaining regulates working conditions beyond wages and how these topics have evolved between 2015 and 2022.

Foundational challenges: The housing struggles of Europe’s youth

Europe faces a housing affordability crisis that impacts all age groups, with particularly pronounced implications for young people. For them, the crisis may have far-reaching consequences, affecting educational and employment opportunities, household composition and formation, and current and future well-being. This report examines the housing situation of the EU population, with a specific focus on young people. It shows that, across several metrics, young people generally experience the housing crisis more acutely than older cohorts.

Beyond the twin transitions: Measuring EU Member States’ multidimensional performance with composite indicators

This research report presents a holistic, multidimensional framework for measuring the economic and social performance of EU Member States, including in terms of their EU’s green and digital twin transitions, through composite indicators. Extending the established Landesmann and Székely model, this study incorporates six key dimensions – economic, social, institutional, environmental, digital, and social cohesion and trust – into the model to capture the complex, interdependent dynamics of socioecological progress.

Equal value, equal pay: Concepts, mechanisms and implementation towards gender pay equity

This report presents an in-depth compilation of evidence and analysis on how the EU’s principle of equal pay for the same work and work of equal value can be implemented in practice, with a particular focus on work of equal value – thus, pay equity. According to this principle, when two jobs can be regarded as equivalent in terms of skills, effort, responsibilities and working conditions, they should be remunerated equally. But how can such equivalence be established?

Representativeness of the European social partner organisations: Ports sector – 2025

This study regarding the ports sector provides information allowing for an assessment of the representativeness of the organisations involved in the European sectoral social dialogue committee for this sector. Their relative representativeness legitimises their right to be consulted and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the sector.

Incentivise, not restrict: Climate policy views in the Living and Working in Europe e-survey

As the EU moves toward carbon neutrality, the Just Transition Mechanism seeks to ensure this process is fair. But are people on board? The e-survey findings show that several other factors beyond environmental concern are at play here, especially when policies directly affect people’s everyday lives.

As 2025 draws to a close, we reflect on what was a momentous year for Eurofound as we celebrated our 50th anniversary. This year was not only about honouring our history, but also about rejuvenation; we produced pivotal new research and facilitated important dialogue on the emerging challenges facing citizens across Europe. 2026 will be a year of new plans, goals and priorities, but for the moment, we wish all staff and friends of Eurofound a restful festive season and a Happy New Year!

Logement

L’accès à un logement abordable et adéquat est une préoccupation majeure dans de nombreux États membres, dans leurs villes et leurs régions, aggravée par les crises de ces dernières années. Les personnes confrontées à des problèmes d’abordabilité du logement sont exposées à l’exclusion, à l’insécurité à l’idée de devoir quitter leur domicile, à l’incapacité de s’offrir d’autres choses en raison des coûts élevés du logement et à devoir rester dans un logement inadapté à leurs besoins. L’augmentation du coût de la vie s’accompagne d’une exposition à la pauvreté énergétique pour les familles à faible revenu qui n’ont pas les moyens de chauffer suffisamment leur maison ou de faire face aux paiements de loyer ou d’hypothèque. Dans le même temps, le sans-abrisme est en hausse dans une grande majorité d’États membres.
