Arbeitsverhältnis

Individuelle Arbeitsverhältnisse sind die Beziehung zwischen dem einzelnen Arbeitnehmer und seinem Arbeitgeber. Dieses Verhältnis wird durch die gesetzliche Regelung und durch die Ergebnisse der Verhandlungen der Sozialpartner über die Bedingungen des Arbeitsverhältnisses geprägt. Unabhängig von der Art und Dauer des Arbeitsverhältnisses haben Arbeitnehmerinnen und Arbeitnehmer das Recht auf faire und gleiche Behandlung in Bezug auf die Arbeitsbedingungen, den Zugang zu Sozialschutz und Ausbildung.

The rise in telework: Impact on working conditions and regulations

This report presents Eurofound’s research on telework during the COVID-19 pandemic in 2020 and 2021. It explores changes in the incidence of telework, working conditions experienced by employees working from home and changes to regulations addressing issues related to this working arrangement. The findings reveal a rapid escalation of telework triggered by the pandemic: in 2021, 2 out of 10 European employees were teleworking – a figure that most likely would not have been reached before 2027 had the pandemic not occurred. The health crisis unleashed the social and technological potential for flexibility in terms of working time and place. The impacts of telework on working conditions were initially difficult to determine because it was difficult to disentangle them from pandemic-induced factors, such as lockdowns and school closures. However, both the positive impacts, such as the contribution of telework to improving work–life balance, and the negative impacts, such as reduced social interaction and an increase in overtime worked, have become more evident. The rise in telework and an awareness of its implications for working conditions have prompted a renewed focus on regulatory frameworks, with new telework regulations passed in several EU Member States.

Platform cooperatives ensure caring in the sharing economy
Whether it is couch surfing, baby-sitting, pizza delivery or getting Ikea furniture assembled by somebody who can do it better, platforms can mediate all kinds of voluntary or professional services.Platform work is at the heart of the ‘sharing economy’. But while this may sound like a new form of digital solidarity, recent focus on these platforms has fallen on the precarious social conditions of its micro-tasked workers: sham self-employment, high levels of income insecurity, a lack of adequate equipment for work, no access to social insurance and poor facilities. In an attempt to avoid these pitfalls, platform workers have started to establish cooperatives that are helping to ensure the sharing economy is also a caring economy.

The digital age: Implications of automation, digitisation and platforms for work and employment

Technological change is accelerating as the capacity of electronic devices to digitally store, process and communicate information expands. Digitalisation is transforming the EU economy and labour markets: nearly one-third of EU workplaces are categorised as highly digitalised. What are the implications of the digital revolution for employment and work? And how might it affect social dialogue?

Eurofound has produced a body of work to explore these questions. The work is structured around three vectors of change in digitalisation – automation, digitisation and platforms – that are affecting employment and working conditions and social dialogue. The main results of this research have been compiled in the online resource The digital age: Automation, digitisation and platforms. This report draws from that resource to provide a digest of the findings and policy pointers.

Dragoș Adăscăliței ist Forschungsbeauftragter in der Arbeitsabteilung bei Eurofound. Seine aktuelle Forschung konzentriert sich auf Themen der Zukunft der Arbeit, darunter die Auswirkungen künstlicher Intelligenz auf Arbeitsplätze, die Folgen der Automatisierung für die Beschäftigung und regulatorische Fragen im Zusammenhang mit der Plattformarbeit. Er ist außerdem regelmäßiger Beitragender zu vergleichenden Projekten, die strukturelle Veränderungen auf den europäischen Arbeitsmärkten überwachen. Vor seinem Eintritt bei Eurofound war er Dozent für Arbeitsbeziehungen an der University of Sheffield, Management School. Er hat einen MA in Politikwissenschaft von der Central European University und einen PhD in Soziologie von der Universität Mannheim.

Gijs van Houten

Gijs van Houten ist leitender Forschungsmanager im Referat Beschäftigung bei Eurofound. Er verfügt über besondere Expertise in der Methodik länderübergreifender Erhebungen und der Analyse von Arbeitsplatzpraktiken und Organisationsstrategien. Er leitet die Eurofound-Taskforce zur Datenerhebung und ist verantwortlich für das Design und die Methodik der Europäischen Erhebung über die Arbeitsbedingungen 2024, die ein wichtiger Schritt zur Zukunftssicherung der Erhebungen bei Eurofound sein wird. Bevor er 2010 zu Eurofound kam, arbeitete er am Niederländischen Institut für Sozialforschung (SCP). Im Jahr 2016 verbrachte Gijs ein Jahr lang und arbeitete am Pew Research Center in Washington, DC. Er hat einen Master in Soziologie von der Radboud-Universität Nijmegen und einen Doktortitel in Sozialwissenschaften von der Universität Utrecht.
