How is climate change impacting Europeans and how prepared are they? A new snapshot of Europe’s climate resilience reveals that most Europeans have already been directly affected by extreme weather and are highly concerned about future climate impacts, yet their preparedness remains limited.
A joint report by the European Environment Agency (EEA) and Eurofound, to be published on 4 February 2026, explores Europeans’ experience of climate-related impacts, concern about future impacts, and resilience actions taken by households and local authorities.
It highlights how climate resilience varies across regions and demographic groups, including populations that are particularly vulnerable. Importantly, the report provides the first Europe-wide overview of implemented climate resilience measures – both at the household and local authority level.
The report draws on data collected from the 2025 Eurofound Living and Working in the EU e-survey, which included over 27,000 respondents across EU-27 countries.

Michele Consolini
Research officerMichele Consolini työskentelee tutkijana Eurofoundin sosiaalipolitiikan yksikössä. Hän tarjoaa kvantitatiivista asiantuntemusta useista kysymyksistä, kuten sosiaalisesta yhteenkuuluvuudesta ja luottamuksesta, ilmastonmuutoksesta ja elämänlaadusta, lähentymisestä ja kyselyiden hallinnasta. Hänen nykyinen tutkimuksensa tarkastelee polarisaation merkitystä sosiaaliseen yhteenkuuluvuuteen ja luottamukseen sekä hiilineutraaliin talouteen siirtymisen sosioekonomisia haasteita. Hänellä on sosiologian ja taloustieteen kandidaatin tutkinto Alma Mater Studiorumista Bolognasta, Italiasta, ja Radboud Universiteit Nijmegenistä, Alankomaista.
