Vuosien 2014–2024 10 vuoden aikana sosiaalipalvelujen työntekijöiden määrä EU:ssa kasvoi 8 miljoonasta 10 miljoonaan. Heidän osuutensa EU:n koko työvoimasta on nyt 5 prosenttia. Samaan aikaan alalla on pulaa työvoimasta, ja sille on edelleen ominaista alhainen palkka – noin 20 prosenttia pienempi kuin jäsenvaltioiden talouksien keskipalkka kokonaisuudessaan.
