This informal ministerial meeting brought together 27 ministers responsible for employment and social policy. On 14 October, following interventions by the EU Presidency and Nicolas Schmit, EU Commissioner for Jobs and Social Rights, Eurofound’s Executive Director, Ivailo Kalfin, fed into the discussions drawing on Eurofound’s most recent data with a presentation on the impact of raising energy prices on the social situation of EU Member States.

Предистория на събитието

This informal ministerial meeting brought together 27 ministers responsible for employment and social policy. The participants discussed the working topics of the Czech Presidency of the Council of the EU, especially the impact of energy poverty and the Ukrainian crisis.

On 14 October, following interventions by the EU Presidency and Nicolas Schmit, EU Commissioner for Jobs and Social Rights, Eurofound’s Executive Director, Ivailo Kalfin, fed into the discussions drawing on Eurofound’s most recent data with a presentation on the impact of raising energy prices on the social situation of EU Member States.

Преместване на фокуса от енергийни субсидии към намаляване на енергийната зависимост

Руската инвазия в Украйна и последвалите санкции доведоха до рязко покачване на цените на енергията. Правителствата, които се стремят да облекчат негативните последици от увеличението на цените върху домакинствата, въведоха енергийни субсидии и намаления на ДДС за електроенергия, газ и гориво. Въпреки че такива политики може да са необходими за защита на най-нуждаещите се, субсидирането на енергопотреблението е краткосрочно решение – това е временно, частично обезщетение, което не винаги достига най-силно засегнатите. Освен това, субсидирането на използването на енергия от изкопаеми горива противоречи на целите на ЕС да ограничи въглеродните емисии и поддържа енергийната си зависимост от трети страни, като Русия.
