През 10-те години от 2014 г. до 2024 г. броят на работещите в социалните услуги в ЕС се е увеличил от 8 милиона на 10 милиона. Понастоящем те съставляват 5 % от общата работна сила в ЕС. В същото време секторът е изправен пред недостиг на работна ръка и продължава да се характеризира с ниско заплащане — около 20 % по-ниско от средното заплащане в икономиките на държавите членки като цяло.
