In de 10 jaar van 2014 tot 2024 is het aantal werknemers in de sociale dienstverlening in de EU gestegen van 8 miljoen naar 10 miljoen. Zij maken nu 5% van de totale beroepsbevolking van de EU uit. Tegelijkertijd kampt de sector met een tekort aan arbeidskrachten en wordt hij nog steeds gekenmerkt door lage lonen – ongeveer 20 % lager dan het gemiddelde loon in de economieën van de lidstaten als geheel.
