Event background

This informal ministerial meeting brought together 27 ministers responsible for employment and social policy. The participants discussed the working topics of the Czech Presidency of the Council of the EU, especially the impact of energy poverty and the Ukrainian crisis.

On 14 October, following interventions by the EU Presidency and Nicolas Schmit, EU Commissioner for Jobs and Social Rights, Eurofound’s Executive Director, Ivailo Kalfin, fed into the discussions drawing on Eurofound’s most recent data with a presentation on the impact of raising energy prices on the social situation of EU Member States.

Mudando o foco dos subsídios energéticos para a redução da dependência energética

A invasão russa da Ucrânia e as sanções resultantes fizeram os preços da energia dispararem. Governos que buscam aliviar os impactos negativos dos aumentos de preços nas famílias introduziram subsídios de energia e reduções de IVA para eletricidade, gás e combustível. Embora tais políticas possam ser necessárias para proteger os mais necessitados, subsidiar o uso de energia é uma solução de curto prazo – é uma compensação temporária e parcial que nem sempre alcança os mais afetados. Além disso, subsidiar o uso de energia de combustíveis fósseis entra em conflito com os objetivos da UE de limitar as emissões de carbono e mantém sua dependência energética de terceiros países, como a Rússia.
