Event background

This informal ministerial meeting brought together 27 ministers responsible for employment and social policy. The participants discussed the working topics of the Czech Presidency of the Council of the EU, especially the impact of energy poverty and the Ukrainian crisis.

On 14 October, following interventions by the EU Presidency and Nicolas Schmit, EU Commissioner for Jobs and Social Rights, Eurofound’s Executive Director, Ivailo Kalfin, fed into the discussions drawing on Eurofound’s most recent data with a presentation on the impact of raising energy prices on the social situation of EU Member States.

Presun zamerania z energetických dotácií na znižovanie energetickej závislosti

Ruská invázia na Ukrajinu a následné sankcie spôsobili prudký nárast cien energií. Vlády, ktoré sa snažia zmierniť negatívne dopady zvyšovania cien na domácnosti, zaviedli energetické dotácie a zníženie DPH na elektrinu, plyn a palivo. Aj keď takéto politiky môžu byť potrebné na ochranu tých, ktorí to najviac potrebujú, dotovanie spotreby energie je krátkodobé riešenie – ide o dočasnú, čiastočnú kompenzáciu, ktorá sa nemusí vždy dostať k tým, ktorí sú najviac postihnutí. Okrem toho dotovanie využívania energie z fosílnych palív je v rozpore s cieľmi EÚ obmedziť emisie uhlíka a udržiava jej energetickú závislosť od tretích krajín, ako je Rusko.
