Rappresentatività
La rappresentatività è il termine utilizzato dalla Commissione europea per determinare i partecipanti legittimi al dialogo sociale, previsto dagli articoli 154/155 del trattato sul funzionamento dell'Unione europea (TFUE). Per essere ammissibili, le organizzazioni devono riguardare settori o categorie specifici ed essere organizzate a livello europeo, avere organizzazioni membri riconosciute e parte integrante della struttura di partenariato sociale di uno Stato membro con la capacità di negoziare accordi e disporre di strutture adeguate per garantire un'effettiva partecipazione ai processi di consultazione.

Rappresentanza delle organizzazioni europee dei partner sociali: Settore agricolo – 2026
Questo studio fornisce informazioni che consentono una valutazione della rappresentatività delle organizzazioni coinvolte nel comitato europeo di dialogo sociale settetale per il settore agricolo. La loro relativa rappresentatività legittima il loro diritto di essere consultati e la loro capacità di negoziare accordi. L'obiettivo degli studi di Eurofound sulla rappresentatività è identificare le organizzazioni nazionali ed europee rilevanti dei partner sociali nel settore. Questo studio identifica la Federazione Europea dei Sindacati per l'Alimentazione, l'Agricoltura e il Turismo (EFFAT), che rappresenta i dipendenti, e il Gruppo dei Datori di Lavoro delle Organizzazioni Agricole Professionali dell'Unione Europea / Comitato delle Organizzazioni Professionali Agricole dell'Unione Europea (GEOPA-COPA), che rappresentano i datori di lavoro, come le organizzazioni di partner sociali a livello europeo più rappresentative nel settore agricolo.

This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the personal services sector.Eurofound svolge studi sulla rappresentatività delle organizzazioni settoriali europee delle parti sociali, in linea con la richiesta ricevuta dalla Commissione nel 2006.
Questi studi di rappresentatività sono condotti in diversi settori e sono concepiti per fornire le informazioni di base necessarie per l'istituzione e il funzionamento dei comitati europei di dialogo sociale settoriale. La ricerca mira a identificare le organizzazioni nazionali ed europee delle parti sociali pertinenti in ciascun settore nel campo delle relazioni industriali negli Stati membri dell'UE.
A dieci anni dalla prima esecuzione di questi studi, Eurofound ha analizzato il concetto europeo di rappresentatività, passando in rassegna elementi chiave quali il successo elettorale, la forza organizzativa in termini di adesione e la capacità di negoziare. L'analisi può contribuire alla discussione sull'opportunità di adeguare gli elementi della metodologia di Eurofound nei suoi studi sulla rappresentatività.
A livello dell'UE, la Commissione europea ha delineato per la prima volta il concetto di rappresentatività nel 1993, definendolo più chiaramente nel 1998 nella decisione 98/500/CE relativa all'istituzione di comitati di dialogo settoriale. La rappresentatività costituisce la base per consentire alle organizzazioni europee delle parti sociali di essere incluse nell'elenco delle organizzazioni che devono essere consultate dalla Commissione di cui all'articolo 154 del TFUE e per garantire un'attuazione giuridicamente vincolante dei loro accordi come stabilito all'articolo 155 del TFUE. La rappresentatività legittima il loro ruolo e la loro effettiva partecipazione ai comitati di dialogo sociale settoriale europeo. Si tratta anche di avere la capacità di negoziare, che è fondamentale nei negoziati che portano ad accordi attuati con decisione del Consiglio.

Representativeness of the European social partner organisations: Extractive industries sector
This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the extractive industries sector. Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue, and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the EU Member States. This study assesses the representativeness of IndustriAll Europe, representing trade unions in the extractive industries sector, and Euracoal, Euromines, IMA-Europe, Aggregates Europe – UEPG, and APEP, representing the employers and companies, in the European sectoral social dialogue committee for extractive industries.

Representativeness of the social partners in European cross-industry social dialogue
This study provides information to allow for an assessment of the representativeness of the national and supranational social partners at cross-industry level in the EU. Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European cross-industry social dialogue, and their capacity to negotiate agreements. The aim of Eurofound’s representativeness studies is to identify the relevant national and European social partner organisations in the field of industrial relations in selected sectors in the EU Member States. This study identified ETUC, BusinessEurope, SMEunited and SGI Europe as the most representative social partner organisations at cross-industry level in the EU.

Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the field of industrial relations in the EU Member States. This study identifies EFFAT – representing employees – and FoodDrinkEurope – representing employers – as the representative European-level social partner organisations in the food and drink sector.

Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the EU Member States. This study identified EURO-MEI, FIA and FIM – representing employees – and PEARLE* – representing employers – as the representative European-level social partner organisations in the live performance sector.

This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the audiovisual sector. Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the field of industrial relations in the EU Member States. This study identifies EURO-MEI, EFJ, FIA and FIM – representing employees – and ACT, AER, CEPI, the EBU and the FIAPF – representing employers – as the representative European-level social partner organisations in the audiovisual sector.

Industrial relations landscape in Europe
This report analyses and compares the industrial relations landscape in several sectors and activities that form a public service cluster across the 27 EU Member States and the UK – altogether employing over 57 million workers and representing 25% of the total workforce in the economy. It is based on Eurofound’s representativeness studies on the central government administration (CGA), education, human health, local and regional government (LRG), and social services sectors. The landscape includes over 500 national trade unions and around 400 employer organisations across the public services sectors, with the highest numbers of trade unions and employer organisations found in the human health sector. The aim of the study is to contribute to a better understanding of the overall industrial relations landscape of employer and union organisations in a number of sectors, while helping social partners in these sectors to further strengthen their social dialogue and build capacity.

European sectoral social dialogue: Facts and figures
European sectoral social dialogue plays an important role in promoting dialogue between the social partners in industrial sectors at European level. There are currently 43 European sectoral social dialogue committees that bring together the social partners from the EU Member States – representatives of trade unions and employer organisations – to engage in dialogue on behalf of specific sectors. This research report provides facts and figures on sectoral diversity, social partner organisations, and representativeness at EU, Member State and sectoral levels.

Victoria Cojocariu
Research officerVictoria Cojocariu è ricercatrice per gli studi sulla rappresentatività presso l'unità Working Life di Eurofound. È responsabile della gestione dei contributi di ricerca dei corrispondenti nazionali di Eurofound, del controllo della qualità, nonché della stesura di relazioni di sintesi per gli studi di rappresentatività settoriale e della creazione di dati per la banca dati europea delle parti sociali. Prima di entrare a far parte di Eurofound nel 2019, Victoria ha lavorato come coordinatrice del programma per la Open Society Foundation Romania e come ricercatrice per il Centro per l'innovazione pubblica di Bucarest, contribuendo a progetti di ricerca nazionali e internazionali nel campo della migrazione, dell'istruzione, dell'accesso al mercato del lavoro dei cittadini di paesi terzi e dei diritti umani. Ha conseguito una laurea e un master in sociologia.
Tina Weber
Senior research managerTina Weber is a senior research manager in Eurofound’s Working Life unit. Her work has focused on labour shortages, the impact of hybrid work and an ‘always on’ culture and the right to disconnect, working conditions and social protection measures for self-employed workers and the impact of the twin transitions on employment, working conditions and industrial relations. She is responsible for studies assessing the representativeness of European social partner organisations. She has also carried out research on European Works Councils and the evolution of industrial relations and social dialogue in the European Union. Prior to joining Eurofound in 2019, she worked for a private research institute primarily carrying out impact assessments and evaluations of EU labour law and labour market policies. Tina holds a PhD in Political Sciences from the University of Edinburgh which focussed on the role of national trade unions and employers’ organisations in the European social dialogue.
