Overheated and underprepared — Europeans’ experience of living with climate change

This joint report by the European Environment Agency (EEA) and Eurofound explores Europeans’ experience of climate-related impacts, concern about future impacts, and resilience actions taken by households and local authorities. It draws on data collected from the 2025 Eurofound Living and Working in the EU e-survey, and highlights how climate resilience varies across regions and demographic groups, including populations that are particularly vulnerable. Importantly, the report provides the first Europe-wide overview of implemented climate resilience measures – both at the household and local authority level.

Uneven picture of a changing Europe: Findings from Living and Working in the EU e-survey 2025

Findings from the 2025 (eighth) round of Eurofound’s Living and working in the EU e-survey suggest persistent economic strain and uneven levels of resilience across Member States. Despite lower inflation and labour markets that remain relatively stable by headline indicators, respondents continue to face significant financial pressure, with widening gaps between income groups, rising insecurity among renters and middle-aged people, and continued housing insecurity, especially among low-income and single-parent households.

Beter beleid ondersteunen voor een sterk sociaal Europa

Eurofound viert zijn 50-jarig jubileum, waarmee een halve eeuw van toegewijd onderzoek en bijdragen aan het verbeteren van leef- en werkomstandigheden in Europa markeert. In de afgelopen vijf decennia heeft Eurofound een cruciale rol gespeeld bij het vormgeven van beleid en het bevorderen van sociale dialoog binnen de Europese Unie. Met het oog op de toekomst blijft Eurofound zich inzetten om opkomende uitdagingen aan te pakken en haar missie voort te zetten om de levenskwaliteit van alle Europeanen te verbeteren.

Minimumloon

De term 'minimumloon' verwijst naar de wettelijke beperking van het laagste tarief dat werkgevers aan werknemers verschuldigd zijn. Wettelijke minimumlonen zijn geregeld in formele wetten of statuten. Cao-lonen zijn vastgelegd in cao's tussen vakbonden en werkgevers. De term "nationale minimumlonen" wordt gebruikt wanneer landen een (of meer) basistarieven hebben voor werknemers in het hele land. Ze kunnen wettelijk of collectief overeengekomen zijn.
