Sociale dialoog kan worden gedefinieerd als onderhandelingen, raadplegingen, gezamenlijke acties, discussies en informatie-uitwisseling waarbij werkgevers en werknemers betrokken zijn. Een goed functionerende sociale dialoog is een belangrijk instrument bij het vormgeven van arbeidsomstandigheden, waarbij een verscheidenheid aan actoren op verschillende niveaus betrokken is. Het brengt de belangen van werknemers en werkgevers met elkaar in evenwicht en draagt bij tot zowel het economisch concurrentievermogen als de sociale cohesie.

Representativiteit van de Europese sociale partnerorganisaties: Landbouwsector – 2026
Deze studie biedt informatie die een beoordeling mogelijk maakt van de representativiteit van de organisaties die betrokken zijn bij het Europese sectorale sociale dialoogcomité voor de landbouwsector. Hun relatieve representativiteit legitimeert hun recht op consultatie en hun capaciteit om overeenkomsten te onderhandelen. Het doel van Eurofounds studies over representativiteit is het identificeren van de relevante nationale en Europese sociale partnerorganisaties in de sector. Deze studie identificeert de Europese Federatie van Voedsel-, Landbouw- en Toerismevakbonden (EFFAT), die werknemers vertegenwoordigt, en de Werkgeversgroep van Professionele Landbouworganisaties in de Europese Unie / Comité van Professionele Landbouworganisaties in de Europese Unie (GEOPA-COPA), die werkgevers vertegenwoordigt, als de meest representatieve Europese sociale partnerorganisaties in de landbouwsector.
Betrokkenheid van werkgeversorganisaties en vakbonden in het Europees Semester in 2024–2025
Dit rapport onderzoekt de rol van vakbonden en werkgeversorganisaties bij het vormgeven van de begrotingsstructurele plannen voor middellange termijn en de jaarlijkse voortgangsrapporten van 2025. Eurofound gebruikt gegevens en analyses van haar netwerk van correspondenten in de EU-lidstaten en Noorwegen om trends en patronen in kaart te brengen en voorbeelden aan te wijzen van een goed functionerende sociale dialoog op zowel Europees als nationaal niveau.
In het onderzoek van Eurofound worden aspecten onderzocht zoals de betrokkenheid van de sociale partners bij de beleidsvorming, de betrokkenheid en participatie van werknemers, collectieve onderhandelingen, belonings- en beloningssystemen, werknemersvertegenwoordiging en arbeidsverhoudingen op alle niveaus. Er wordt nagegaan in hoeverre de arbeidsverhoudingen zich hebben aangepast aan de opkomst van multinationale organisaties.
Het Agentschap heeft een groot oeuvre van meer dan 40 jaar geproduceerd en heeft de vele en veranderende facetten van de sociale dialoog in Europa op verschillende niveaus in kaart gebracht: bedrijfs-, sectorale, nationale, Europese en internationale niveaus.
Het in 2022 gepubliceerde kernverslag over de arbeidsverhoudingen geeft een overzicht van de belangrijkste ontwikkelingen op het gebied van arbeidsverhoudingen, met inbegrip van de sociale dialoog, tussen 2015 en 2019. Andere werkzaamheden op dit gebied brengen de belangrijkste dimensies van de arbeidsverhoudingen in kaart.
Sociale dialoog is een belangrijk beginsel van de Europese pijler van sociale rechten die in 2017 is afgekondigd. De opkomst van nieuwe debatten over sociale rechtvaardigheid, democratie, de kwaliteit van werk en nieuwe modellen voor arbeidsverhoudingen heeft de traditionele stelsels van arbeidsverhoudingen en sociale dialoog op de proef gesteld.
Dertig jaar na de historische inauguratie van de Europese sociale dialoog in Hertoginnedal in Brussel heeft de Europese Commissie op 5 maart 2015 het proces van een nieuwe start voor de sociale dialoog nieuw leven ingeblazen tijdens een evenement op hoog niveau waaraan organisaties van sociale partners uit heel Europa deelnamen. De Europese sociale dialoog is een instrument van het sociaal beleid van de EU en draagt rechtstreeks bij tot de vormgeving van de arbeidswetgeving en het arbeidsbeleid van de EU.
Op 25 januari 2023 heeft de Commissie een voorstel ingediend voor een aanbeveling van de Raad over "het versterken van de sociale dialoog in de EU" en een nieuwe mededeling gepubliceerd over het versterken en bevorderen van de sociale dialoog, "het volledige potentieel ervan benutten voor het beheer van rechtvaardige transities", zoals aangekondigd in het actieplan voor de Europese pijler van sociale rechten. In september 2023 kondigde Commissievoorzitter Von der Leyen een top van de sociale partners in 2024 aan, in navolging van de top van 1985.
In maart 2025 hebben de Commissie en de bedrijfstakoverkoepelende sociale partners een gezamenlijk pact ondertekend over de versterking van de Europese sociale dialoog. Dit bouwt voort op de top van Hertoginnedal in januari 2024 en de verklaring van de sociale partners.

Trends in national social dialogue in responding to external shocks or crises: Background paper
This paper provides an overview of the involvement of the social partners in policymaking and social dialogue in recent years, primarily at national peak level. It will focus on the evolution of social dialogue over the past decade and a half in terms of its response to external shocks, focusing on three key periods: the financial and economic crisis between 2008 and 2012; the subsequent recovery and consolidation phase between 2013 and early 2020; the recent series of new crises, starting in 2020 with the COVID-19 pandemic up to today’s combined challenges of inflation, the ‘cost of living crisis’ and the Russian invasion of Ukraine.

Social dialogue and collective bargaining in the hospital sector during the COVID-19 pandemic
This report analyses the role of social dialogue and collective bargaining in addressing the challenges created or exacerbated by the COVID-19 pandemic in the hospital sector. It also explores whether existing social dialogue and collective bargaining processes at national level were adapted in order to address these new challenges. The research included a literature review to contextualise the structural features of the hospital sector and an analysis of policy initiatives to manage the crisis implemented across the EU27 and Norway. The findings indicate that the level and nature of the social partners’ involvement in pandemic responses varied across Europe. Social dialogue and collective bargaining played a prominent role in some countries, while in others the social partners were less involved. Although no substantial changes were identified in social dialogue institutions and processes, the breadth of issues they deal with expanded beyond the traditional areas of employment and working conditions.

Collective labour disputes in the EU
In recent years, apart from some intermittent spikes, there has been a general decrease in industrial action across the EU Member States. During the COVID-19 pandemic, this trend has continued, with the most significant labour disputes not surprisingly occurring in the human health and social services sector, the education sector and the transport and logistics sector. This report analyses the data collected in 2018–2019 by Eurofound during the piloting of its Industrial Action Monitor (IAM) database. Using cluster analysis, the research classified industrial action in Europe into five categories: national disputes of interest and rights, sometimes involving different forms of employment; extended disputes about collective pay agreements; localised disputes about employment problems, working time and restructuring, with short work stoppages; localised disputes about workers’ rights and grievances over company policies; and disputes concerning public policies.
In terms of specific issues, problems over pay accounted for over 40% of disputes, employment problems accounted for 20%, other aspects of working conditions accounted for 16% and protests accounted for 13%. Noting the lack of complete data on industrial action in Europe, the analysis points to the need for a systematic collection of empirical evidence in the future to provide a sound basis for comparative analysis.

Working life in the COVID-19 pandemic 2020
This publication consists of individual country reports on working life during 2020 for 29 countries – the 27 EU Member States, Norway and the United Kingdom. The country reports summarise first evidence on the impact of the COVID-19 pandemic on working life based on national research and survey results. They outline the policy responses of governments and social partners in their efforts to cushion the socioeconomic effects and include a focus on policy areas that have been accelerated or disrupted due to the crisis. Finally, the reports explore the impact of the pandemic on industrial action, working time and wages.
Please note that there is no consolidated report on working life in the EU in 2020.

Involvement of social partners in policymaking during the COVID-19 outbreak
Since 2016, Eurofound has closely monitored the involvement of national social partners in policymaking as part of the European Semester cycle. In 2020, the focus was on their involvement during the first months of the COVID-19 outbreak. While the pandemic has presented a huge challenge to social dialogue, the results of the analysis highlight how social dialogue can be an effective tool in shaping policy initiatives and finding solutions to emergency situations affecting businesses, workers, the economy and society. It is clear that the participation of social partners in the design and implementation of national recovery and resilience plans in 2021 will be key in the recovery process and for strengthening social dialogue going forward.

Industrial relations: Developments 2015–2019
As part of its mandate to promote dialogue between management and labour, Eurofound has monitored and analysed developments in industrial relations systems at EU level and in EU Member States for over 40 years. This flagship report is based on the work done in this context during the last programming period (2015–2019). It draws on the extensive monitoring of industrial relations systems and social dialogue carried out by Eurofound on an ongoing basis. The overall aim of the report is to assist policymakers and industrial relations actors both to understand the challenges facing social dialogue and to identify possible ways to contribute to balanced and well-functioning industrial relations systems going forward.

European Company Survey 2019 - Workplace practices unlocking employee potential
This report is based on the fourth edition of the European Company Survey (ECS), which was carried out jointly by Eurofound and Cedefop in 2019. It describes a wide range of practices and strategies implemented by European companies in terms of work organisation, human resource management, skills use and skills development, and employee voice. The report shows how these practices are combined and how the resulting ‘bundles of practices’ are associated with two outcomes beneficial to employees and employers: workplace well-being and establishment performance.
The analysis finds that the establishments that are most likely to generate this win–win outcome are those that combine a high degree of worker autonomy, a balanced motivational strategy, a comprehensive training and learning strategy, and high levels of direct employee involvement in decision-making, as well as offering managerial support for these practices. To boost the adoption of employee-oriented practices – particularly in relation to autonomy, skills and employee involvement – managers should be offered appropriate support, as they play a key role in the decision to initiate workplace change. They are also crucial to its success, as they must continuously support the workplace practices implemented.

Research officerMária Sedláková is onderzoeksmedewerker bij de afdeling Arbeidsleven van Eurofound. Ze is verantwoordelijk voor het opstellen van overzichtsrapporten voor sectorale representativiteitsstudies, het beheer en de kwaliteitscontrole van nationale rapportage over arbeidsverhoudingen, sociale dialoog en het arbeidsleven, en de ontwikkeling van een project over collectieve onderhandelingen die verder gaan dan beloning. Voordat ze bij Eurofound in dienst trad, werkte ze als technisch onderzoeker binnen de afdeling Governance and Tripartism van de Internationale Arbeidsorganisatie in Genève aan het Social Dialogue Flagship Report 2022. Ze werkte ook als onderzoeker aan het Central European Labour Studies Institute in Bratislava (2013-2020), waar ze zich richtte op sociale dialoog, collectieve onderhandelingen, arbeidsomstandigheden en arbeidssociologie. Maria heeft een MA in Politieke Wetenschappen met specialisatie in Vergelijkende Europese Politiek van de Central European University.
Peter Kerckhofs
Senior research managerPeter Kerckhofs is senior onderzoeksmanager bij de afdeling Working Life bij Eurofound. Zijn werk richt zich op de rol van de sociale partners in het Europees semester en ook op de nationale verslaglegging over de ontwikkelingen op het gebied van de arbeidsverhoudingen. Peter heeft een brede expertise in het ontwikkelen van de methodologie voor representativiteitsstudies, het toepassen van Europese en nationale representativiteitscriteria in de specifieke context van verschillende sectoren, terwijl hij ook een grondige kennis verwerft van het landschap van de arbeidsverhoudingen in verschillende sectoren. Peter heeft ook gewerkt aan projecten met betrekking tot Europese ondernemingsraden en de Europese sectorale sociale dialoog. Voordat hij bij Eurofound aan de slag ging, werkte hij als onderzoeker voor ETUI en UCL, als politiek secretaris voor EMCEF en was hij wetenschappelijk coördinator van de PhD School van de faculteit sociale wetenschappen van de KU Leuven. Hij behaalde een bachelor in Sociaal Werk en een Master in Politieke Wetenschappen aan de KU Leuven en een in Internationale Betrekkingen aan de UCL, en behaalde een doctoraat in Arbeidsverhoudingen aan de Universiteit van Manchester.
