Lisabonská smlouva stanovila územní soudržnost jako třetí rozměr evropské soudržnosti. Navzdory tomu, že politika přikládá vysokou prioritu dosažení geograficky vyváženého hospodářského rozvoje, stále existují rozdíly v životních podmínkách mezi venkovskými a městskými oblastmi. Key findings
• Cíl zajistit vyvážený geografický rozvoj evropských regionů je zakotven v Lisabonské smlouvě. Navzdory tomuto závazku však v Evropě přetrvávají výrazné rozdíly v příjmech a životních podmínkách mezi venkovskými a městskými oblastmi, přičemž míra zaměstnanosti a úroveň lidského kapitálu jsou v průměru vyšší v městských oblastech a rozdíl v mediánu příjmů se za posledních deset let zvýšil téměř o 20 %.
• Obyvatelé venkovských oblastí mají výhodu v nákladech na bydlení a podmínkách bydlení: pouze 6 % domácností je zatíženo příliš vysokými náklady na bydlení ve srovnání s 9 % městských domácností.
