This conference, taking place in Barcelona on 19–20 October, will discuss the changes that are taking place in the labour market, as well as the measures that companies, social partners and public employment services must adopt to boost jobseekers’ employability to meet the current and future needs of the labour market. Event background

The conference discussed the changes that are taking place in the labour market, as well as the measures that companies, social partners and public employment services must adopt to boost jobseekers’ employability to meet the current and future needs of the labour market. A key focus of the discussion was on skills, creating a forum for the exchange of best practice.

Participants included representatives of the EU institutions and agencies, the European Network of Public Employment Services, the European social partners, as well as experts and national representatives.

Eurofound Executive Director Ivailo Kalfin participated in a panel looking at what skills will be required for employments in a changing world, and changing global labour market. Stepan Olsson, Deputy Director-General Employment, Social Affairs and Inclusion moderated the panel.

Ethical digitalisation at work: From theory to practice

Automation and digitisation technologies, including artificial intelligence, are rapidly evolving and becoming increasingly powerful and pervasive. The full range of their effects in the workplace is yet to be seen. It is, however, important not only to explore the ethical implications of digital technologies and the effects of such technologies on working conditions as they emerge, but also to anticipate any unintended effects that raise new ethical challenges. Using a variety of research methods and building on previous research on the digital workplace, this report examines the many ramifications of digital technologies in the workplace, looking at the fundamental rights and ethical principles most at stake and the areas of working conditions most likely to be affected.

Changing labour markets: How to prevent a mismatch between skills and jobs in times of transition - Background paper

On request by the Swedish Presidency of the Council of the European Union, Eurofound prepared a background paper as a basis for the discussion at the informal Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) meeting on 3-4 May 2023. The paper outlines some of the key challenges on our labour markets in this regard, and points to some factors for improving the matching of skills and jobs, both in the short and long term.

Measures to tackle labour shortages: Lessons for future policy

As economies begin to recover from the COVID-19 pandemic, labour shortages are becoming increasingly evident despite the impact of the war in Ukraine on energy and commodity prices. These include shortages exacerbated by the crisis in some sectors and professions where they had been endemic for some time. This report looks at measures implemented at national level to tackle labour shortages in the health, care, and information and communication technology sectors, as well as those arising from the twin green and digital transition. It assesses what measures are effective and explores the contextual factors supporting or hindering effective policy implementation and outcomes.
