Informal Meeting of Employment and Social Affairs Ministers (EPSCO)

Achtergrond van het evenement

This informal ministerial meeting brought together 27 ministers responsible for employment and social policy. The participants discussed the working topics of the Czech Presidency of the Council of the EU, especially the impact of energy poverty and the Ukrainian crisis.

On 14 October, following interventions by the EU Presidency and Nicolas Schmit, EU Commissioner for Jobs and Social Rights, Eurofound’s Executive Director, Ivailo Kalfin, fed into the discussions drawing on Eurofound’s most recent data with a presentation on the impact of raising energy prices on the social situation of EU Member States.

De focus verleggen van energiesubsidies naar het verminderen van energieafhankelijkheid

De Russische invasie van Oekraïne en de daaruit voortvloeiende sancties hebben de energieprijzen doen stijgen. Overheden die de negatieve gevolgen van prijsstijgingen voor huishoudens willen verzachten, hebben energiesubsidies en btw-verlagingen ingevoerd voor elektriciteit, gas en brandstof. Hoewel dergelijke beleidsmaatregelen nodig kunnen zijn om degenen die het hardst nodig zijn te beschermen, is het subsidiëren van energiegebruik een kortetermijnoplossing – het is een tijdelijke, gedeeltelijke compensatie die niet altijd degenen die het hardst getroffen worden bereikt. Daarbij komt dat het subsidiëren van het gebruik van fossiele brandstoffen in strijd is met de doelstellingen van de EU om de CO2-uitstoot te beperken en de energieafhankelijkheid van derde landen, zoals Rusland, in stand te houden.
